Recently, the 6th Governing Council meeting of NITI Aayog has been completed. The sixth meeting of the Governing Council of NITI Aayog was held under the chairmanship of Prime Minister Shri Narendra Modi.

It was attended by 26 Chief Ministers, 3 Lieutenant Governors, and 2 Administrators besides ex-Union Ministers, who are ex-officio members and special invitees. NITI Aayog Vice-Chairman, Member and CEO, Principal Secretary to Prime Minister and other senior officials of PMO, Cabinet Secretary, and Chief Secretary of States / UTs also attended the meeting.

About NITI Aayog

  • Indian National Institute of Transformation (NITI Aayoga) was established in 2015. It replaced the Planning Commission established in 1950.
  • Like the Planning Commission, the NITI Aayog has also been constituted by a proposal of the Central Government, hence it is neither a constitutional institution nor a statutory but it is an Extra-Constitutional institution, whose nature is advisory ( Advisory).
  • This new institution goes beyond the traditional scope and serves as a catalyst in nurturing the overall environment of development.

The organizational structure of NITI Aayog

  • Prime Minister of India is the ex-officio Chairman of NITI Aayog. Apart from these, in the organizational structure of this institution, the following posts are —
  • Vice President appointed by the Prime Minister.
  • There are three types of members in the organizational structure of the Commission – pre-term, part-time and ex-officio.
  • The Governing Council (Governing Council) of NITI Aayog consists of the Chief Ministers of all the States and Union Territories with legislative assemblies – Delhi and Puducherry – and the Deputy Governors of other Union Territories.

Functions and Objectives of NITI Aayog

The functions and objectives of his institute –

  • Empowering the role of states as equal partners in national development with an emphasis on cooperative federalism.
  • To act as a think tank to provide policy expertise for good governance at all levels of government.
  • To ensure coordination between various agencies of the Center and States to achieve joint developmental goals.
  • The NITI Aayoga in its developmental policies pays special attention to those sections which are socially, economically, and politically susceptible.
  • The NITI Aayoga prepares the infrastructure for strategic and long-term policies and programs and regularly reviews and monitors them.

About the Governing Council of NITI Aayog: 

  • The Governing Council of NITI Aayog consists of the Prime Minister of India, the Chief Minister of all states and the Lieutenant Governor of Union Territories, ex-officio members, and special invitees.
  • It is a premier institution in the country whose accountability is to develop a common vision of national development preferences, regions, and strategies with the active participation of states in shaping development.
  • The Governing Council presents a forum to discuss inter-regional, interdepartmental, and federal issues to expedite the implementation of the national development agenda.

Regional Councils of NITI Aayog

  • The NITI Aayog constitutes ‘Regional Councils’ for special issues and contingencies affecting several states/territories. They are formed for a fixed period.
  • The Prime Minister is the convenor of the regional councils and the Chief Minister of all the states of that region and the Lieutenant Governor of the Union Territories will be its members. They are headed by the Chairman of NITI Aayog or their nominated representative.
