The CISF (Central Industrial Security Force) is observing its CISF 52nd Raising Day today, i.e., 10th March 2021. It is the day when CISF, one of six paramilitary forces in the country, was set up under the Union ministry of home affairs in the year 1969.

Earlier in the day, PM Narendra Modi extended his greetings on this special day as he tweeted, ‘Their contribution in furthering national safety & progress is deeply valued. On their CISF 52nd Raising Day, greetings to the courageous CISF personnel & their families.’

Significance of the CISF Raising Day

  • The CISF Raising Day (CRD) is observed on 10th March in India every year.
  • It shows the importance of security required by the key industrial undertakings & sectors.
  • Industrial places such as nuclear installations, airports, heritage monuments, power plants, Delhi Metro Rail Corporation (DMRC), and many more require CISF in order to maintain smooth workflow & secure surroundings for citizens.

About CISF (Central Industrial Security Force)

  • The aim of the CISF is ‘Better protection & security of industrial undertakings in both govt. & private sectors in the country.
  • The CISF is a Central Armed Police Force in India. It is governed by the Union Ministry of Home Affairs (MHA) whose headquarters are in New Delhi.

Historical Background of CISF

The CISF was established under an Act of the Parliament of India on 10th March 1969 under an act of Parliament, ‘Central Industrial Security Force Act of 1968’ with a strength of 2,800. The CISF was later made an armed force of India by another Parliament Act passed on 15th June 1983. Its present active strength is 148,371 personnel. In April month of 2017, the govt. raised the sanctioned CISF strength from 145,000 to 180,000 personnel.

Role of Services provided by CISF

  • The CISF is a unique organisation in the Indian paramilitary forces, which provides its services for seaways, airways & some of the major installations in the country. In the CISF there are few reserved battalions that work in association with the state police to preserve law & orders.
  • CISF plays a critical role in Disaster Management. The CISF has a ‘Fire Wing’ which works during fire accidents in the Industries where the CISF is on guard.
  • The CISF also provides security cover to 300 industrial units, govt. infrastructure projects & facilities and establishments situated all over India. The Industrial sectors such as atomic power plants, mines, space installations, oil fields & refineries, major ports, heavy engineering, barrages, steel plants, fertiliser units, airports, and hydroelectric or thermal power plants owned & controlled by Central PSUs (Public Sector Undertakings), and currency note presses producing Indian currency are also protected by CISF. The CISF thereby covers installations across India straddling a variety of terrain & climatic conditions.
  • The CISF also provides consultancy services to the private industries as well as other organisations within the Indian govt. The scope of CISF consulting practice involves security consulting & fire protection consulting.

Women role in CISF

  • Initially, the posting & recruitment of Personnel to the CISF was restricted to men only. In 1992, Mrs Asha Sinha earned the designation of being the First Woman Commandant of a CAPF (Central Armed Police Forces) in India when she was posted as a Commandant in Mazagon Dock Shipbuilders Limited.
  • Earlier the women’s role was allowed but limited to the supervisory roles in the Central Armed Police Forces which includes the CISF.
  • Presently, the Union Home Minister announced that representation of women in the CRPF & CISF would be made 15%.
  • On 5th January 2016, it was decided that 33% of posts at the constabulary level would be reserved for women in the CISF and the CRPF in a phased manner.
  • The CISF now increasing the engagement of women at positions where there is a greater Civilian-Police Interaction requirement, especially in the Airports & the Metro Stations.

Some interesting facts about CISF

  • The CISF has 12 reserve battalions, 08 training institutes, and 63 other formations.
  • The CISF is providing protection to some private sector units & significant government buildings in New Delhi.
  • While talking about VIP security, currently, CISF provides security to the protected persons categorised as Z Plus, Z, X, Y.
  • The CISF is the only armed force that has its customized & dedicated fire wing.
  • The CISF has provided its Consultancy Services to more than 138 different organizations, involving those in the private sector.
  • Presently, more than 8000 women personnel are working in CISF.
  • Earlier in 1987, CISF recruited the first-ever batch of women constables. Later in 1990, SIs was recruited.
  • After the Mumbai terrorist attack of 2008, the mandate of the force has been widened to provide direct security cover to the private sector also.
