Recently ‘Financing for Sustainable Development Report-FSDR), 2021’ has been submitted by the United Nations.
This report states that “the Covid-19 epidemic has reversed the growth rate of millions of people living in poor countries, which has further increased the prevalence of inequality in the world.”

What is the Financing for Sustainable Development Report (FSDR),

  3. 0.7 % Fulfilling the Commitment of Official Development Assistance (ODA),
  4. facilitating new concessional financing
  5. to developing countries, providing liquidity and debt relief to COVID-19 and developing countries to fight the consequences.
  6. Providing Ultra-Long Term Fixed Interest Financing for Developing Countries Reorganizing the
  7. capital market for sustainable development by removing short-term stimulus along the investment chain.
  8. The report stresses that it is necessary to be aware of the risks to sustainable development, thereby responding to the crisis and reinvigorating the “Future-Proof” global systems.
  9. The experience learned due to the COVID-19 epidemic can be applied to further improvements that support flexible financing policies, including international financial infrastructure structures for sustainable development.

हाल ही में संयुक्त राष्ट्र द्वारा ‘फाइनेंसिंग फॉर सस्टेनेबल डेवलपमेंट रिपोर्ट 2021 प्रस्तुत की गई है।
इस रिपोर्ट में यह बताया गया है कि “कोविड-19 महामारी में गरीब देशों में रह रहे लाखों लोगों की विकास दर को उल्टा कर दिया है जिसके कारण दुनिया में व्याप्त असमानता में और वृद्धि हो गई है।”

क्या है फाइनेंसिंग फॉर सस्टेनेबल डेवलपमेंट रिपोर्ट

  • सतत विकास के 2030 एजेंडा और अदीस अबाबा एक्शन एजेंडा  को अपनाए जाने के बाद सतत विकास की दिशा में किए गए विकास कार्यों और उनके वित्तपोषण के परिणामों को जानने के लिए फाइनेंसिंग फॉर सस्टेनेबल डेवलपमेंट रिपोर्ट  जारी किया जाता है। इस रिपोर्ट को तैयार करने में 60 से अधिक एजेंसियों और अंतरराष्ट्रीय विशेषज्ञ संस्थानों के विश्लेषण और डेटा की मदद ली जाती है।

क्या है फाइनेंसिंग फॉर सस्टेनेबल डेवलपमेंट रिपोर्ट) 2021 के मुख्य बिंदु

  • पिछले 90 वर्षों के दौरान वैश्विक अर्थव्यवस्था सबसे व्यापक मंदी का सामना कर रही है जिसका सर्वाधिक प्रभाव समाज के सबसे कमजोर वर्गों पर पड़ेगा।
  • महामारी के कारण 114 मिलियन नौकरियां समाप्त हो गई है एवं 120 मिलियन लोग पुनः अत्यधिक गरीबी में वापस आ गए हैं।
  • महामारी से निपटने हेतु लिए समान प्रक्रिया नहीं अपनाने से देशों और लोगों के बीच व्याप्त असमानता अब और भी विस्तृत हो गई है।
  • पूरे विश्व में दुनिया भर की सरकारों के द्वारा अर्थव्यवस्था को पुनः पटरी पर लाने और महामारी के दुष्प्रभावों को कम करने के लिए ऐतिहासिक रूप से लगभग 16 ट्रिलियन डॉलर का प्रोत्साहन और रिकवरी पैकेज प्रदान किया गया। गौरतलब है कि विकासशील देशों में ऐसे प्रोत्साहन एवं रिकवरी पैकेज का मात्र 20% हिस्सा खर्च किया गया।
  • जनवरी 2021 से लगाए जा रहे हैं कोरोनावायरस के अधिकांश टीकों का विकास विकसित देशों के द्वारा किया गया।
  • कोविड-19 महामारी से पहले लगभग आधे से अधिक अल्प विकसित देश और निम्न आय वाले देश ऋण संकट के खतरे से घिरे हुए थे। कोरोनावायरस के कारण गिरता हुआ कर राजस्व पहले से ही विद्यमान संकट के साथ जुड़कर इन देशों में ऋण संकट की समस्या को और बढ़ा दिया है।
  • इस रिपोर्ट में यह भी बताया गया है कि दुनिया के सबसे गरीब देश सतत विकास लक्ष्यों की प्राप्ति के संदर्भ में 10 वर्ष पीछे जा सकते हैं।
  • रिपोर्ट के अनुसार व्यापक असमानताओं को दूर करने, बेहतर पुनर्निर्माण करने और विकास को रोकने के लिए तत्काल कार्रवाई की आवश्यकता है।

इस रिपोर्ट में सरकारों को आर्थिक रिकवरी एवं सतत विकास के लक्ष्यों की प्राप्ति हेतु निम्न कार्रवाई हेतु सिफारिश की गई है-

  1. वैक्सीन राष्ट्रवाद को अस्वीकार करना,
  2. 2021 के वित्त अंतराल को भरने हेतु कोविड-19 टूल एक्सेलेरेटर के एक्सेस में योगदान हेतु आगे बढ़ना,
  3. 0.7% आधिकारिक विकास सहायता (ODA) की प्रतिबद्धता को पूरा करना,
  4. विकासशील देशों को नवीन रियायती वित्तपोषण की सुविधा प्रदान करना,
  5. COVID-19 और परिणामों से लड़ने के लिए विकासशील देशों को लिक्विडिटी और ऋण राहत प्रदान करना।
  6. विकासशील देशों के लिए अल्ट्रा-लॉन्ग टर्म फिक्स्ड इंटरेस्ट फ़ाइनेंसिंग प्रदान करना
  7. निवेश श्रृंखला के साथ अल्पकालिक प्रोत्साहन को हटाकर स्थायी विकास के लिए पूंजी बाजार को पुनः संगठित करना।
  8. रिपोर्ट में इस बात पर बल दिया गया है कि सतत विकास हेतु जोखिमों के प्रति सचेत होना आवश्यक है जिससे संकट के प्रति प्रतिक्रिया और “फ्यूचर-प्रूफ” वैश्विक प्रणालियों को पुनः संशाधित किया जा सके।
  9. कोविड-19 महामारी के कारण सीखे गए अनुभव को आगे सुधारो हेतु लगाया जा सकता है जो सतत विकास हेतु अंतरराष्ट्रीय वित्तीय संरचना ढांचें समेत लोचशील वित्तपोषण नीतियों का समर्थन कर सके।
इसके साथ ही इस रिपोर्ट में कोविड-19 महामारी के प्रभाव को कम करने हेतु एवं सतत विकास के लक्ष्यों के दिशा में पुनः प्राप्ति हेतु कुछ समग्र सिफारिशें दी गई हैं-
  1. कॉरपोरेट टैक्स अवॉइडेंस पर लगाम लगाना और हानिकारक प्रतिस्पर्धात्मक करों को कम किया जाना चाहिए
  2. इस रिपोर्ट में डिजिटल अर्थव्यवस्था पर कर लगाने के संदर्भ में वैश्विक समाधान की आवश्यकता को रेखांकित करते हुए अवैध वित्तीय प्रवाह को रोकने हेतु बेहतर डिजिटल तकनीक की आवश्यकता पर बल दिया गया है।
  3. यह डिजिटल तकनीकी दिग्गजों के अत्यधिक बाजार की शक्ति को कम करने हेतु उपयुक्त नियामक व्यवस्था अपनाने का सुझाव देता है।
  4. रिपोर्ट में बदलती वैश्विक अर्थव्यवस्था एवं तेजी से बढ़ती डिजिटल दुनिया के संदर्भ में श्रम बाजार और राजकोषीय नीतियों का आधुनिकीकरण करने का सुझाव देता है।
  5. इस रिपोर्ट में एक वैश्विक रिपोर्टिंग ढांचे को बनाने की वकालत की गई है जिसके कंपनियों को उनके सामाजिक और पर्यावरणीय प्रभाव के लिए जिम्मेदार ठहराते हुए वित्तीय विनियमन में जलवायु जोखिमों को शामिल किया जा सके।
