Recently Japan has agreed to work with the ‘Five Eyes’ alliance to monitor atrocities on Uygar Muslims in China.
What is the ‘Five Eyes’ alliance?
- “Five Eyes Alliance” is an influential intelligence network covering five countries. This includes Australia, Britain, Canada, New Zealand and the United States.
- “Five Eyes” has a deep historical and cultural connection between these five countries. With this, the common English language spoken in these countries also brings these five countries together.
- The background of the origins of the Five Eyes Coalition can be seen in the ‘Atlantic Charter’ which was issued in August 1941 to meet the common goals of the Allies after the World War. However, this intelligence alliance was formally launched in 1946 after the Second World War.
- The main objective of this alliance is to keep an eye on China, North Korea and Russia and share the intelligence related to it.
- Japan has expressed a desire to be included in this organization. Earlier in December 2019, in the in view of China’s increasing aggressionIndo-Pacific region, the US Congress Committee had recommended the inclusion of India, Japan and South Korea in this alliance.
Why does Japan want to join Five Eyes?
- Japan’s defence minister has said that Japan is keen to expand cooperation with the “Five Eyes” intelligence-sharing coalition, including Britain and the USA.
- Despite Japan not joining the ‘Five Eyes’ group, he shares intelligence with this group. So Japan says it should be formally included in this group and it should be “Six Eyes” instead of Five Eyes.
- At the present time, Japan has to urge this group to receive intelligence, which also delays it in getting notifications.
- The most important factor for Japan to join this group is China’s increasing aggression in the East China Sea and the South China Sea. The way China has shown aggression in Hong Kong and the Indo-China border in the recent past has increased Japan’s worries.
Japan’s Meaning of Joining the Five Eyes Alliance
- Japan’s geographical location and technical superiority strengthen Japan’s claim to join the Five Eyes. Japan is geographically close to China, North Korea and Russia. Therefore Japan can play an important role in getting intelligence of these countries.
- However, it is not easy to join this group because does not Japan to japan have a specialized intelligence agency like the CIA of USA and MI6 of UK. Apart from this, there is no specific rule regarding sharing of Japan intelligence. Japan still shares intelligence with its citizens and businessmen, whom it believes.
- So Japan needs to make some improvements in this direction to join the Five Eyes group.
- Once Japan joins this Five Eyes group, then the talk of India joining it will also get a boost.
जापान और ‘फाइव आइज’ गठबंधन
एक आरसे से चीन में उइगर मुस्लमानों पर हो रहे अत्याचार की निगरानी के लिए जापान ने ‘फाइव आइज’ गठबंधन के साथ मिलकर काम करने पर अपनी सहमति जताई है।
क्या है ‘फाइव आइज’ गठबंधन (Five Eyes Alliance)?
- “फाइव आइज- पांच देशों को एक प्रभावशाली ख़ुफ़िया नेटवर्क है। इसमें आस्ट्रेलिया, ब्रिटेन, कनाडा, न्यूजीलैंड और अमेरिका शामिल है।
- “फाइव आइज” में इन पांचों देशों के बीच गहरे ऐतिहासिक और सांस्कृतिक संबंध है। इसके साथ इन देशों में बोली जाने वाली साझी अंग्रेजी भाषा भी इन पांचों देशों को साथ लाती है।
- फाइव आईज गठबंधन की उत्पत्ति की पृष्ठभूमि ‘अटलांटिक चार्टर’ में देखी जा सकती है जिसे विश्व युद्ध के बाद मित्र देशों के साझे लक्ष्यों को पूरा करने के लिए अगस्त 1941 में जारी किया गया था। हालांकि इस ख़ुफ़िया गठबंधन की औपचारिक शुरुआत 1946 में दूसरे विश्वयुद्ध के पश्चात् हुई थी।
- इस गठबंधन का प्रमुख उद्देश्य चीन, उत्तरी कोरिया और रूस पर नजर रखना और उससे जुड़ी ख़ुफ़िया जानकारियों को आपस में साझा करना है।
- जापान ने इस संगठन में शामिल किए जाने की इच्छा व्यक्त है। इससे पहले दिसंबर 2019 में हिंद-प्रशांत क्षेत्र में चीन की बढ़ती आक्रामकता को देखते हुए अमेरिकी कांग्रेस समिति ने इस गठबंधन में भारत, जापान और दक्षिण कोरिया को शामिल करने की सिफ़ारिश की थी।
इस गठबंधन में क्यों शामिल होना चाहता है जापान?
- जापान के रक्षा मंत्री ने कहा है कि जापान “फाइव आइज” खुफिया-साझाकरण गठबंधन के साथ सहयोग का विस्तार करने के लिए उत्सुक है जिसमें ब्रिटेन और यूएसए भी शामिल हैं।
- जापान द्वारा ‘फाइव आइज’ समूह में शामिल नहीं होते के बाद भी वह इस समूह के साथ ख़ुफ़िया सूचनाए साझा करता है। इसलिए जापान का कहना है उसे इस समूह में औपचारिक रूप से शामिल किया जाना चाहिए और इसे फाइव आइज के जगह “सिक्स आइज” किया जाना चाहिए।
- वर्तमान समय में जापान को इस समूह से ख़ुफ़िया सूचनाएँ प्राप्त करने के लिए आग्रह करना पड़ता है, जिससे उसे सूचनाएं प्राप्त करने में देरी भी होती है।
- जापान द्वारा इस समूह में शामिल होने का सबसे महत्वपूर्ण कारक पूर्वी चीन सागर और दक्षिणी चीन सागर में चीन की बढ़ती आक्रामकता है। पिछले कुछ समय में जिस तरह से चीन ने हांगकांग और भारत-चीन सीमा में आक्रामकता दिखायी है उससे जापान की चिंताएं और बढ़ गयी है।
जापान का ‘फाइव आइज गठबंधन में शामिल होने का मतलब:
- जापान की भौगोलिक अवस्थिति और तकनीकी श्रेष्टता जापान के ‘फाइव आइज’ में शामिल होने के दावे को मजबूत करती है। जापान भौगोलिक रूप से चीन, उत्तरी कोरिया और रूस तीनों देशों के नजदीक है। इसलिए इन देशों की ख़ुफ़िया जानकारी प्राप्त करने में जापान महत्वपूर्ण भूमिका निभा सकता है।
- हालांकि जापान का इस समूह में शामिल होना इतना आसान भी नहीं है क्योंकि जापान के पास कोई विशेषीकृत ख़ुफ़िया एजेंसी नहीं है जैसे अमेरिका की सीआईऐ और ब्रिटेन की एम-I6 है। इसके अलावा जापान ख़ुफ़िया जानकारी को साझाकरण को लेकर कोई विशेष नियम भी नहीं है। जापान को अपने नागरिकों और व्यवसायियों, जिन पर उसे विश्वास होता है, के साथ अभी ख़ुफ़िया जानकारी को साझा कर देता है।
- इसलिए जापान को फाइव आइज समूह में शामिल होने के लिए इस दिशा में कुछ सुधार करने होंगे।
- एक बार जापान इस फाइव आइज समूह में शामिल हो जाता है तो उसके बाद भारत को भी इसमें शामिल करने की बात को बल मिलेगा।
