What is the ISRO spy scandal case – Nambi Narayanan?

In 1994, a Maldivian woman was apprehended in India on suspicion of selling secrets from ISRO scientists to Pakistan.
Three scientists have been detained on suspicion of disclosing classified information about space technology and launch missions.
Mr. Narayanan was one of three people detained by the Kerala Police Department in November of 1994.
He was the Indian Space Research Organisation’s (ISRO) director of cryogenic engine technology.
He was suspected by the police of passing ISRO documents and sketches to Pakistan.
This had to do with the Vikas engine (India’s version of the Viking engine), cryogenic engine technology, and PSLV flight data/drawings.
The police investigation was quickly handed over to the Central Bureau of Investigation.
In 1996, the CBI recommended that the case be closed due to a total lack of evidence.
It also highlighted serious flaws in the police investigation, which relied on dubious tactics and was based solely on suspicion.
Mr. Narayanan has been fighting to put his accusers to justice since the charges were dropped.

What is the court order?

The former ISRO scientist was “unnecessarily detained and threatened,” according to the court.
The state of Kerala was directed to pay him Rs. 50 lakh by the court.
This is to make up for the “mental cruelty” he experienced, as well as the loss of his natural right to integrity and self-respect.
It also mandated the creation of a three-member committee headed by Justice D.K. Jain to find “ways and means” to bring the wrongdoing officials to justice.

ISRO spy scandal case - Nambi Narayanan

What is the significance?

The ‘ISRO spying case’ is a stain on the country’s police investigation history.
The Kerala government’s stance had been divisive, as it had been unresponsive to calls for action against errant police officers.
It fought the CBI’s closure report and sought to restart the case with its own police force.
The court’s decision is therefore a vindication of Mr. Narayanan’s efforts to reclaim his honor and integrity.
The concept of restitution as a remedy for human rights violations is also reaffirmed in the order.
This will set a precedent for those who have been convicted of violent crimes and released after serving lengthy jail sentences.
