Second Positive Indigenization List of the Defense Sector

Recently, the Ministry of Defense, Government of India has notified the ‘Second Positive Indigenization List’ of 108 military equipment to encourage self-reliance and defense exports.

Major related Points of Second Positive Indigenization List

• The Government of India’s effort towards the ‘Atmanirbhar Bharat’ vision and to promote indigenization in the defense sector has recently been approved by the Department of Military Affairs, Ministry of Defense notifying the ‘Second Positive Indigenization List’ of 108 military equipment. has been approved.
• This will help in achieving self-reliance and boost defense sector exports. In addition, indigenization will get a further boost with the active participation of the public and private sectors.
• As per the provisions given in the Defense Acquisition Procedure (DAP) for the year 2020, now all 108 items of the ‘II^nd Positive Indigenization List’ will be procured from indigenous sources.
• The ‘Second Positive Indigenization List’ gives special attention to those weapons/systems which are currently in the development/testing phase and which are likely to be transformed in the future.
• Like the ‘First Positive Indigenization List’ released in August 2020, the ‘II^nd Positive Indigenization List’ also has a special focus on import substitution of ammunition.
• The list not only recognizes the potential of the local defense industry, but will also boost domestic research and development by attracting new investments in technology and manufacturing capabilities.
• The ‘Second Positive Indigenization List’ includes sensors, simulators, arms and ammunition, next-generation corvettes, airborne early warning and control (AEW&C) systems, tank engines, medium power radars for mountains, MRSAM weapon systems, etc.
• The ‘II^nd Positive Indigenization List’ is planned to be implemented from December 2021 to December 2025.

What is The ‘First Positive Indigenization List‘ ?

• ‘Atmanirbhar Bharat Abhiyan’ and ‘First Positive Indigenization List’ to promote indigenization in the defense sector were released by the Ministry of Defense, Government of India in August 2020.
  • It was also underlined at that time that more such equipment would be further identified to facilitate and encourage defense manufacturing in the country.

• हाल ही में भारत सरकार के रक्षा मंत्रालय ने आत्मनिर्भरता और रक्षा निर्यात को प्रोत्साहित करने के लिए 108 सैन्य साज़ोसामानों की ‘दूसरी सकारात्मक स्वदेशीकरण सूची’ को अधिसूचित किया है।

क्या है प्रमुख बिन्दु दूसरी सकारात्मक स्वदेशीकरण सूची के

• भारत सरकार के ‘आत्मनिर्भर भारत’ दृष्टिकोण की दिशा में प्रयास तथा रक्षा क्षेत्र में स्वदेशीकरण को बढ़ावा देने हेतु हाल ही में रक्षा मंत्रालय के सैन्य मामलों के विभाग की 108 सैन्य साजोसामानों की ‘दूसरी सकारात्मक स्वदेशीकरण सूची’ को अधिसूचित करने वाले प्रस्ताव को मंजूरी दी गई है ।
• इससे आत्मनिर्भरता हासिल करने और रक्षा क्षेत्र के निर्यात को बढ़ावा मिलेगा। इसके अलावा, सार्वजनिक और निजी क्षेत्र की सक्रिय भागीदारी के साथ स्वदेशीकरण को और अधिक बढ़ावा मिलेगा ।
• वर्ष 2020 की रक्षा अधिग्रहण प्रक्रिया में दिए गए प्रावधानों के अनुसार, अब ‘दूसरी सकारात्मक स्वदेशीकरण सूची’ की सभी 108 वस्तुओं की खरीद स्वदेशी स्रोतों से की जाएगी ।
• ‘दूसरी सकारात्मक स्वदेशीकरण सूची’, उन हथियारों/प्रणालियों पर विशेष ध्यान देती है जो वर्तमान में विकास/ परीक्षणों के दौर में हैं और जिनके भविष्य में परिणत होने की संभावना है ।
• अगस्त 2020 में जारी ‘पहली सकारात्मक स्वदेशीकरण सूची’ की तरह ‘दूसरी सकारात्मक स्वदेशीकरण सूची’ में भी गोला-बारूद के आयात प्रतिस्थापन पर विशेष ध्यान दिया गया है ।
• इस सूची में न केवल स्थानीय रक्षा उद्योग की क्षमता को मान्यता दी गई है, बल्कि यह प्रौद्योगिकी व विनिर्माण क्षमताओं में नए निवेश को आकर्षित करके घरेलू अनुसंधान और विकास को भी बढ़ावा देगी ।
• ‘दूसरी सकारात्मक स्वदेशीकरण सूची’ में सेंसर, सिम्युलेटर, हथियार और गोला-बारूद, नेक्स्ट जेनरेशन कॉर्वेट, एयर बोर्न अर्ली वार्निंग एंड कंट्रोल (एईडब्ल्यूएंडसी) सिस्टम, टैंक इंजन, पहाड़ों के लिए मीडियम पावर रडार, एमआरएसएएम हथियार प्रणालियां इत्यादि शामिल हैं।
• ‘दूसरी सकारात्मक स्वदेशीकरण सूची’ को दिसंबर 2021 से दिसंबर 2025 तक लागू किए जाने की योजना है ।

 क्या है ‘पहली सकारात्मक स्वदेशीकरण सूची’

• ‘आत्मनिर्भर भारत अभियान’ और रक्षा क्षेत्र में स्वदेशीकरण को बढ़ावा देने हेतु ‘पहली सकारात्मक स्वदेशीकरण सूची’ को अगस्त 2020 में भारत सरकार के रक्षा मंत्रालय द्वारा जारी किया गया था।
• उस समय यह भी रेखांकित किया गया था कि देश में रक्षा विनिर्माण को सुगम और प्रोत्साहित करने के लिए ऐसे और अधिक उपकरणों की आगे और पहचान की जाएगी ।
